About the El Paso County Bar Association Law Library

One of only two free public law libraries in the state, The El Paso County Bar Association Law Library is located at the Penrose Library.  To gain an understanding of the scope of this service, please read our Legal Reference Service Policy.

Our Vision Statement

The El Paso County Bar Law Library serves the legal community and citizens of the Pikes Peak region by expanding their knowledge and appreciation of democracy, individual rights, and our system of justice.

Our Mission Statement

Through educational and organizational partnerships, the El Paso County Bar Law Library serves its constituents by providing a comprehensive print and electronic collection, informative programming, and trained staff in a welcoming environment.

The law collection consists of  the following:

  • Federal and Colorado statutes and codes
  • Case reporters
  • Treatises

Patrons can also access federal and state laws, regulations, and court cases through our various Electronic Databases, including the following:

  • Colorado Legal Forms - searches legal forms for the state of Colorado
  • VersusLaw - an online court document database available only at library locations
  • WestLaw - an online legal database available only at Penrose Public Library
