ABSTRACT: Correspondence, meeting minutes, enforcement reports, and business files from the El Paso County, Colorado, office of the War Price and Rationing Board. The bulk of the material concerns the enforcement of rationing, and especially violations involving automobiles, in El Paso County during World War II.

ADMINISTRATIVE HISTORY: The Office of Price Administration (OPA) was created in 1941 to ration scarce commodities and prevent wartime inflation by setting maximum prices for certain goods. Stamps, coupons, tokens, certificates and ration checks were used in rationing, and local volunteer War Price and Rationing boards were set up across the county to enforce ration orders. El Paso County's Board was established in March of 1943. The OPA was abolished in March of 1947.

SCOPE AND CONTENT NOTE: The records in this collection were created or compiled by War Price and Rationing Board No. 4 of El Paso County, Colorado, in the course of conducting its business. It is likely that the files were maintained by John J. Lipsey, who was Board secretary and to whom much of the correspondence is addressed. Business Files include newsletters and memos from the OPA, as well as some correspondence between Board No. 4 and the Denver OPA office. Correspondence includes notices of hearings before the Board and letters to individuals regarding violations of the laws established by the OPA. Enforcement Reports indicate specific violations by individuals and can serve as an index to Meeting Minutes which consist largely of transcripts of hearings before the Board. The Loose-leaf Service books contain flyers and newsletters issued to local Boards by the OPA to give background material and outline the rationing program and its rules, regulations and laws.

ARRANGEMENT: This collection has been divided into five series according to subject matter. Within series, records have been maintained in their original order. Business files, correspondence and enforcement reports are filed alphabetically, meeting minutes are arranged chronologically and the Loose-leaf Service flyers remain in their original binders.
